The Disaster Management framework in the Andaman and Nicobar Islands operates in three key stages:

  • Pre-Disaster (Preparedness and Prevention),
  • During Disaster (Response), and
  • Post-Disaster (Recovery and Rehabilitation).

Each stage plays a crucial role in mitigating disaster risks, ensuring timely and effective response, and fostering long-term resilience

1. Pre-Disaster Stage (Preparedness and Prevention)

This stage focuses on planning, capacity building, and ensuring the readiness of resources and personnel to mitigate the impact of potential disasters.

  • Planning and Documentation:
    • Preparation, review, and finalization of the UT and A&N Islands Disaster Management Plan.
    • Development and periodic review of the School Safety Plan.
  • Community and Task Force Readiness:
    • Formation and training of Village-Level Voluntary Task Forces.
    • Training of Trainers (ToTs) and Master Trainers.
    • Involvement of NGOs and agencies as per guidelines from NDMA, MHA, and GOI.
    • Community-Based Disaster Preparedness programs, training, and capacity-building initiatives.
  • Resource and Infrastructure Management:
    • Updating tactical resources of all departments.
    • Ensuring interlinking of the six Emergency Operation Centres (EOCs) operating 24/7.
    • Maintaining and updating 146 identified relief godowns across the Islands.
    • Updating the list and roles of Incident Response Team (IRT) members.
    • Revising and finalizing Standard Operating Procedures (SOPs).
  • Mock Drills and Awareness:
    • Regular state/UT-level mock drills simulating various disaster scenarios.
    • Public awareness campaigns, including online resources via a disaster management website.

2. During Disaster Stage (Response)

This stage emphasizes rapid response and effective coordination to minimize the disaster's impact.

  • Immediate Activation:
    • Mobilization of Incident Response Teams (IRT), Strike Teams, and Task Teams.
    • Establishment of Incident Command Posts.
  • Search and Rescue (SAR):
    • Activation of SAR teams such as NDRF, SDRF, QRTs, and MFR teams.
  • Operations and Support:
    • Conducting rescue operations on a war-footing basis.
    • Analysis of hazard situation reports for informed decision-making.
    • Activation of trauma centers and psycho-social support centers.
    • Comprehensive response and relief operations.

3. Post-Disaster Stage (Recovery and Rehabilitation)

This stage focuses on restoration and capacity building to prepare for future incidents.

  • Relief and Rehabilitation: Implementation of relief measures and rehabilitation programs to assist affected populations.
  • Awareness and Preparedness: Conducting campaigns to educate communities on disaster preparedness and resilience.
  • Demobilization and Recovery: Ensuring gradual demobilization of response groups while focusing on long-term resilience.


This structured approach ensures a holistic and organized effort to manage disasters at every stage, enhancing the safety and resilience of the Andaman and Nicobar Islands.
